Somaly Osteen is a Program Manager at Black Squirrel. With 15+ years of experience in community engagement, economic development, and program management, she’s set to lead the BizScoreLine assessment for micro-businesses across Pennsylvania. Somaly’s  journey began in Cambodia, and she has since earned her MBA and a Neighborhood Economic Development Certification. Her work has earned her several awards, including the Woman of Distinction Rising Star Award and AL DIA 40 Under Forty Honoree. Somaly is passionate about sustainable development, believing in change that begins with individuals and grows through unity!

Dylan Foglesong is PA CDFI Network’s first Program Manager. Dylan is a small business development professional with over five years of experience working with Community Development Financial Institutions. He has worked closely with small business owners to provide support and technical assistance, with program administrators to manage contract compliance, and with internal management to ensure program success.
